Mark A. Walker is Managing Partner of the firm and is based in the New York office.
Mr. Walker's practice focuses on public and private sector international financing and business transactions, with particular focus on oil and gas, infrastructure projects and energy projects. Mr. Walker advises the Mexican, Korean and Indonesian governments on debt management, infrastructure finance and other matters, and has advised the governments of Argentina, Colombia, Republic of Congo, Democratic Republic of Congo, Guatemala, the Ivory Coast, Madagascar, Peru, the Philippines, and Slovenia in external debt matters. He has assisted in the formulation, negotiation and documentation of arrangements with international organizations, commercial banks and creditor governments that have become models for the management of international debt crises. Mr. Walker also advises private sector debtors and creditors in negotiating complex international restructurings. Mr. Walker lectures on international financial matters and has published on public and private financing.

Mr. Walker joined the firm in 1966 and became a partner in 1975. From 1966 to 1970, he was resident in the Paris and Brussels offices. Mr. Walker received an LL.B degree in 1966 from Yale Law School, where he served as Article and Book Review Editor of the
Yale Law Journal. He received an undergraduate degree from Stanford University in 1963. Following his graduation from law school, Mr. Walker also did research in Paris on French economic planning.
Mr. Walker is a member of the Bar in New York.
